The 1919 report is particularly interesting, as it followed Emerick's attendance at a conference in Richmond on public schools. Reading efficiency in Virginia was 35th to fortieth in the fifty states, which Emerick blamed on a lack of professionism by teachers. 12 of the 86 division superintendents had never taught and 14 had never completed high school.
